A concrete measure for which SFP has long been advocating would be scrapping the requirement to determine home market labour availability before obtaining foreign labour.

“In many sectors, the current requirement is woefully out of date. It generates unnecessary bureaucracy and places employees in a vulnerable situation. It is also a question of competitiveness: if we have an environment in which businesses cannot choose whom to hire by themselves, they will move to a country where they can,” Adlercreutz says.

Adlercreutz proposes a gradual removal of the availability requirement.

“We could start with local trials to mitigate existing doubts. The businesses that can be proven to fulfil their duties could also be permitted to follow a simpler process,” Adlercreutz suggests.

“We need better processes to facilitate labour immigration. Our current policy does not attract new business from abroad or promote the growth of Finnish companies,” Adlercreutz says.

Helsinki Sanomat newspaper reported on interest by the Norwegian company Blastr Green Steel to build a new steel factory in the southern Finnish municipality of Ingå. The investment sum lies around EUR 4 billion.
